the state of the uni

anything in the rules of a joint session that stops members from raising points of order? just wondering...

the congress certainly, and for good reasons, can't make a president appear before it. however if the c.e. so chooses to appear (and once upon a time sotu's were written and sent) what is to prevent something like question time in parliament from happening?

i guess members inclined to speak would be ruled out of order, but it would be fun to watch. and there should be, perforce, something like a question time for the prez at least once a year anyway.
